The EU’s Carbon Border Adjustment Mechanism (CBAM) mandates that operators and importers collaborate to ensure precise GHG emissions reporting and maintain fair market conditions for local EU production. As a uniformly applied EU regulation, CBAM requires that:

  • Operators (those managing production installations) generate operator-specific GHG emissions data using approved measurement and calculation methods—replacing default values. Starting this January, operators can register on the CBAM portal to upload their emissions data, obtain necessary permissions, and share this information directly with European clients.
  • Importers (or CBAM declarants) collect data from operators and report it as goods enter the EU. 

During the transitional phase (2023–2025), importers must submit quarterly reports detailing embedded emissions without paying carbon fees—allowing all parties to refine their data collection processes. Beginning in 2026, rules will tighten: importers will purchase CBAM certificates corresponding to verified emissions data, and all operator-provided data must be independently verified by accredited auditors. The monitoring, reporting, and verification (MRV) process will increasingly align with the EU ETS, with further clarifications expected in Q2–Q3 of this year. Once the definitive phase begins in January 2026, installations will require annual verification by independent, accredited third-party verifiers who will cross-check reported figures against on-site measurements and production records.
